You do not have to be registered as disabled to obtain certain items for personal use without paying VAT. Please read the following excerpt from the HMRC website to see if you may qualify.

You'll only be able to buy goods and services without VAT if you are chronically sick or disabled and you are buying them for your own personal or domestic use.
For VAT purposes, you have a long-term illness or you're disabled if you meet any of the following conditions:
So, you won't qualify if you are elderly but otherwise able-bodied, or if you're only temporarily disabled or incapacitated.
You don't have to physically buy the goods in person. If your parent, guardian or wife or husband buys the goods and services for you, then you won't be charged VAT.
Personal or domestic use means that the goods or services are supplied for your own private use, rather than for business purposes.
Also, the goods or services must be just for your own use - not for use by anyone else, or chronically sick or disabled people in general.

If you have ascertained that you fit the requirements, and are eligible for VAT relief (if unsure consult your GP or an HMRC official) then read on.
When completing your order through the checkout process, you will be able to apply for VAT relief immediately. You will need to register as a customer AND insert your reason for qualifying (e.g. medical condition) in the appropriate box. You will then automatically be allocated as a VAT exempt customer and the net of VAT prices will appear throughout the site.
PLEASE NOTE: YOU MUST HAVE A CHRONIC ILLNESS THAT IS PERMANENTLY DEBILITATING IN SOME WAY. GENERAL DETERIORATION THROUGH AGE, A BAD BACK OR AN ACHE AND PAIN THAT WILL IMPROVE OVER TIME, IS NOT A VALID REASON FOR VAT EXEMPTION.
IF IT IS DEEMED THAT YOU DO NOT QUALIFY; YOUR ACCOUNT WILL BE REVERTED TO THE GENERAL DEFAULT STATUS AND EXEMPTION FOR FUTURE PURCHASES WILL NOT APPLY
